    BASHIR GEMAYEL: "We have started to think that something was not going fine and that the Lebanese government and the Lebanese state was on its way to be absolutely destroyed and blown up. We have started at this time to think in terms of a legal authority. We have started and this time our mail service for Lebanon was depending directly from the military council in the Kata'eb party. We have started also to have a Shadow Cabinet who is still in charge now of the electricity, the telephone lines, the water, the water tubes and everything needed by the civilians in Lebanon because we cannot rely... or at the moment we were not able to rely any more on the public services. That's why to form a Shadow Cabinet who are in charge of all that. And later on, we have started to build our new airport."

    Background: Reports from Lebanon on Monday (20 June) said that fighting had broken out again between Palestinian and right-wing forces. Travellers from south Lebanon also claimed that several villages controlled by leftists and Palestinians had come under intermittent artillery fire from nearby right-wing positions. Bashir Gemayel, son of the leader of the rightist Kata'eb party-Pierre Gemayel-said on Friday (17 June) that the party was forming a Shadow Cabinet.

    SYNOPSIS: The new airport is being blasted and cut through the rock near the northern city of Tripoli. The construction was the idea of Mr Gemayel's father Pierre. The Phalangists have already invested over two million pounds sterling (about 3.4 million US dollars) in the project, according to Mr Gemayel.

    He says the airport will have two main functions, In peace time, it will lure traffic from the present international airport in Beirut and thereby generate a large financial income. The other main use will be in the event of a renewed civil war. The present airport is in a leftist stronghold and the Phalangists could be assured of supplies with an airport in their own area. The new airport is due to be completed later this year.
