    Senior East and West German officials met at the Council of Ministers building in East Berlin on Thursday to begin to prepare a general agreement governing road, rail, and ship transport between the two countries.

    The negotiations, which are expected to last for several months, are being conducted by West German State Secretary Egon Bahr and his East German opposite number, Dr. Michael Kohl.

    SYNOPSIS: A new round of negotiations between East and West Germany opened on Thursday at the Council of Ministers building in East Berlin.

    Leading the Bon delegation, West German State Secretary Egon, who has been a frequent visitor to the ministry building--former headquarters of Hitler's air force--during previous negotiations between the two Germanies. Once again he was meeting his East German opposite number, Dr. Michael Kohl. This time the discussions centre on road, rail and ship traffic between the two countries. The talks are expected to last several months. If they succeed, the two sides could move on to try and negotiate a general treaty, leading to an improvement in relations between East and West Germany.
