Background: The printing plant of the Central University of Quito in Ecuador was shattered by a high-powered bomb on Wednesday (July 8) - the latest move in the series of student demonstrations against the government of President Jose Maria Velasco Ibarra.

Although a final estimate of the damage has not yet been announced, it is reported that it surpasses 250,000 dollars (104,000 pounds sterling).

President Velasco Ibarra - three times deposed as his country's Head of States and reelected for a fourth term in June 1968 - assumed "Supreme Power" on June 22nd this year in what he called a move "to save from chaos and anarchy the country plunged into this situation by the work of extremists, against whose action a general clamour has arisen."
Since this assumption of full personal control by the lawyer-President, the country has not become any less chaotic. Congress continues to oppose his plans for increased taxation; bankers and industrialists are worried that his plans for government-controlled foreign currency will bring economic disaster; small depositors have already started runs on the banks to withdraw savings - and caused one major bank to close; and students have not stopped their violent opposition to the government and its military backers - using demonstrations, outspoken slogans and bombs, such as the one which practically destroyed the University printing plant.
