  • Description

Officials of 18 nations represented in the Organisation for European Economic Co-operation - including German, Italian, and British delegations - arrived at the Hotel Majestic, Paris, France, Mar 29, to consider European trade problems. Mr. MacCarthy, permanent USA observer to OEEC was also present.

Problems most likely to be discussed are the European Free Trade Association ("Outer Seven") plan for a 20% reduction on all European tariffs, and the Common Market ("Six") suggestion for a liaison committee between the two groups. It is unlikely that discussions will get beyond questions of procedure for future meetings.

The role of the American will be to confirm a position taken up by Under-Secretary of State Dillon in Washington, USA, Mar 24 - that the USA maintains strict neutrality between Inner Six and Outer Seven. A communique issued after talks between West German Chancellor Adenauer and President Eisenhower had given the impression that the USA was leaning to support of the European Free Trade Association.
