    At the first meeting of the Higher Committee for Warfare held on Sunday (31 December), President Sadat and his aides discussed the country's general strategy on a basis that he expected the war with Israel would be at all levels.

    President Sadat's decision to form the committee followed his disclosure last week that he had instructed the Government to prepare the country for the possible outbreak of hostilities.

    Observers see the President's decision to head the committee himself as reflecting the seriousness with which Egypt now takes the view that the only alternative left to solve the five-year-old Middle East crisis is to fight.

    SYNOPSIS: In Cairo, Egypt's President Sadat held a conference with his leading political and military advisors last Sunday on how to prepare Egypt for a new war with Israel.

    President Sadat called the first meeting of the Higher Committee for Warfare after his disclosure that he had instructed the Government to prepare the country for a possible outbreak of hostilities. The meeting, which lasted three hours, was attended by Egypt's two vice-Presidents, the Prime Minister, the Deputy Premiers, the War and Foreign Minister, and other senior officials. During the meeting Higher Committee for Warfare discussed the country's general strategy and adopted a war budget.
