South Yemen announced earlier this year that, because of its strategic position at the southern entrance to the Red Sea, it had to play a basic role in establishing peace and stability in the area. Its security was linked closely to those of Arab and surrounding regions, which include Iraq.

South Yemen has had trade deficit worries since there oil exports fell dramatically in 1974 and 1975, but these had been suffering since the Suez Canal was closed in 1967. Reopening of the canal in 1975 had not revived oil sales as much as had been anticipated. For the past few years the British petroleum refinery at Aden has operated at only 20 per cent capacity. Last May the South Yemen government took over the refinery, paying a compensation based on the company's book value.
