    The General Conference of UNESCO (United Nations' Education, Scientific and Cultural Organisation), opened in Paris on Thursday (17 October) amid controversy over budgetary problems. The Conference is held every two years to prepare plans for the Organisation's future activities.

    The retiring President of the Conference, Mr Toru Haguiwara of Japan, told the delegates in his opening speech, that financial and budgetary problems made it a difficult period in the Organisations' history.

    Delegates from 132 member countries heard him announce that the UNESCO Executive Board had put the Group's budget for the next two years at 170 million dollars (70 million pounds sterling). However, several major contributing countries, including the United States, the Soviet Union and France, had already indicated that they considered the figure too high.

    The General Conference will last six weeks, and it will see the retirement of Monsieur Rene Maheu, who has been UNESCO's Director General for the last twelve years. He is expected to be replaced by Senegal's Ahmadou Mahtar M'Bow, who would then be the first African Director of a United Nations agency.
