On June 15, a grand send-off meeting was held at the Kwangehow Whampoa Harbour before the passenger ships, the " Minghua" and the "Changli" left for Vietnam to bring home persecuted Chinese residents.
At the ??? meeting, Vice-Chairman Liao Cheng-chih of the Standing Committee of the National People's Congress and Director of the Office of Overseas Chinese Affairs under the State Council, emphatically pointed out that in order to protect the legitimate rights and interests of overseas Chinese, the Chinese Government has decided to send ships to Vietnam to bring home persecuted Chinese residents. "This is in full accord with international practice and is the legitimate right exercised by the Chinese Government in safeguarding the interests of overseas Chinese." he said.
As two ships cleared port at 6 p.m., people ashore waved their greetings to the crews, wishing them an early return from the voyage to ??? back Chinese nationals persecuted by Vietnamese authorities.
