    Planes from Brazzaville and Luluabourg landed at Brussels Airport, July 13, in continuation of the ceaseless airlift of refugees from the Congo Republic.

    Hundreds of Europeans, men, women and children, many of the, ill, are being received daily by the Red Cross and given meals and medical attention. Since July 9, more than 30 Sabena airliners are reported to have brought some 4,000 people over to Belgium.

    In the Congo, July 13 was another day of extreme confusion. judging by reports from the Republic and from Belgium, the attitude of both sides seems to be hardening. Congolese leaders say Belgium has declared war on them and has deliberately provoked Katanga Province to secede. Many deputies in the congolese Parliament presented resolutions asking for the immediate recall of Belgian troops.

    Leopoldville, the capital, has been occupied by Belgian paratroops, who earlier seized the airport after a sharp gun fight in which there were some casualties. Since July 8, a total of 16 companies of Belgian paratroops and infantry have been sent to ensure the safety of Belgian citizens in the Congo.

    The Ghana Government has offered military aid to the congolese Government, stating that "the present difficulties in the Congo should be solved primarily through the efforts of the independent African States within the framework of the United Nations machinery." Ghana regards Katanga - recently proclaimed independent by its own provincial Government - as an integral part of the Congo Republic and any attempt to detach it, the statement continued, "would amount to a flagrant violation of the Congo's territorial integrity."
    Russia has given the African situation a new twist by accusing Belgium of "Imperialist intervention in the new independent Republic". A list of charges by the Soviet Union against Belgium, Britain, the United States, West Germany and France ends with a demand for immediate United Nations action to end what it calls "aggression in the Congo".
