TRANSCRIPT: URQUHART: SEQ 6: "I think it's very important to realise that UNIFIL, although it hasn't fulfilled all of its objectives -- not by a long chalk is in fact still performing a really vital function. On only has to ask oneself what is going to happen if the forces were to suddenly be removed to realise that it is really a very essential part of keeping the temperature down and controlling the obvious conflicts that can take place in this part of the Middle East which will inevitably have enormous repercussions on the situation elsewhere. That being said, we are up against some difficult problems which I've naturally been discussing here, of how to proceed, how to make progress, ho to get further on towards the realisation of our objectives, and we will certainly not let up our efforts to do this in a constructive and peaceful way."

Background: The United Nations has reaffirmed its commitment to bringing a true and lasting peace to the Middle East. This week Mr. Brian Urquhart, the Under Secretary-General for Political Affairs, met with Lebanese Prime Minister, Selim Al-Hoss, and Palestine Liberation Organisation (PLO) leader, Yasser Arafat, in an effort to bring a measure of stability to war torn southern Lebanon.

SYNOPSIS: Mr. Urquhart was greeted on arrival by Mr. Selim Al-Hoss. He flew into Beirut to hold talks with Lebanese officials about the deteriorating situation in southern Lebanon. In the past week U.N. forces have been attacked several times by right wing Christian forces ??? worst incident being on Sunday night when Irish camp was starfed by automatic machine gun fire. The current mandate for the UNIFIL forces expires in December, and is still unclear whether or not it will be renewed.

The P.L.O.'s Yasser Arafat was also present at the meeting, in the hope that it might be possible to iron out a peaceful solution to the worsening condition in the south. Mr. Al-Hoss was reported to have raised the question of implementing raised the question of implementing U.N. resolutions in south Lebanon, and stopping Israeli cross-border raids. The discussions did not lead to the announcement of any specific proposals. Mr. Urquhart did tell newsmen afterwards, however, that his time in Lebanon had reaffirmed his belief in the usefulness of the UNIFIL force.
