    THE TWO LEADERS TOOK THEIR OATHS OF OFFICE ON A PLATFORM BUILT ABOVE THE STEPS OF THE FORMER OPERA HOUSE.

    FORTY-FOUR-YEAR-OLD GEN. THIEU, A ROMAN CATHOLIC AND FORMER HEAD OF STATE, WAS BORN IN THE CENTRAL COASTAL OF VIETNAM. HE THUS BECAME THE SECOND ??? OF THE FIRST BEING THAT OF PRESIDENT NGO DINH DIEM, WHO WAS OVERTHROW AND ASSASSINATED IN A COUP D'ETAT IN 1963.

    ANTICIPATED VIETCONG EFFORTS TO DISRUPT THE CEREMONIES -- SUCH AS A SHELLING OF THE CITY -- HAD NOT MATERIALISED AS PRESIDENT THIEU BEGAN HIS INAUGURATION ADDRESS IN WHICH HE SAID HE WOULD PROPOSE DIRECT TALKS BETWEEN NORTH AND SOUTH VIETNAM TO END THE WAR.

    HE ALSO REFERRED TO THE POWERFUL ASSISTANCE OF THE UNITED STATES TO SOUTH VIETNAM AND PRAISED THE GOVERNMENT AND PEOPLE OF SOUTH KOREA, AUSTRALIA, NEW ZEALAND, THAILAND AND THE PHILIPPINES WHO "CONTRIBUTE THEIR RESOURCES AND THE SACRIFICES OF THEIR SERVICEMEN."
