Background: The Secretary General of the Romanian Communist Party, President to the Council of State, Nicolae Ceausescu was receiving today at noon at the central committee of the R.C.P. the members of the delegation ?? by Alexey Nikolajevici Kosighin President of the Council of Ministers, member of the Political Bureau of the S.U. Communist Party.

The delegation is formed by: Mihail Andreevici Suslov, Andrei Andreievici Gromico, Konstantin Victorovici Rusacov and Alexander Vasilievici Basov, ambassador of the Soviet Union in Bucharest.

To the reception were participating Ion Georghe Maurer, Emil Bodnaras Paul Niculescu-Mizil, Georghe Pana, Georghe Radulescu, Virgil Trofin, IIie Verdet as well as Corneliu Manescu the Foreign Affairs Minister, Vasile Vlad, Teodor Marinescu the ambassador of the RSR in Moscow, Bujor Almasan. The meeting was carried on in a warm and friendly atmosphere.

At the Palace of the State Council was signed today afternoon the new friendship, cooperation and mutual help treatise between the Romanian Socialist Republic and the Soviet Union.

From the romanian part, the treaty was signed by Ion Gheorghe Maurer and from the Soviet one by Alexei Kosighin.

The rally was opened by Dumitru Popa first secretary of the City Committee - Bucharest of the R C P.
