    Dr. Kissinger, who had been attending the NATO Council of Ministers meeting in Brussels, flew in for talks with British government leaders.

    British police were issued with small arms and U.S. government agents carried sub-machine guns, following reports of a threat on the life of the Secretary of State. Dr. Kissinger, who was met at the airport by U.S. Ambassador Water Annenterg, made no statement to reporters at Heathrow. He just drove off in a heavily-guarded convoy to the capital city.

    Although knowledge of the assassination threat was initially denied by the United States Embassy in London, the State Department in Washington later confirmed that a threat on Dr. Kissinger's life had been made over the weekend.

    British Airport officials described the security measures as being "bigger than anything ever used for President Nixon."

Dr. Kissinger, who came to Britain for talks with government leaders, made no airport statement. He left for London in a heavily-guarded convoy.
