    Background: In Ethiopia, President Todor Zhivkov of Bulgaria, who is paying an official visit, has had talks with the Ethiopian leader Lieutenant-Colonel Mengistu Haile Mariam. Among the topics they covered was a problem both have faced - restoring a country and re-establishing law and order after a revolution.

    SYNOPSIS: The leaders met at the National Palace in Addis Ababa, on??? the home of the deposed Emperor Haile Selassie. President Zhivkov and his party, which included the Bulgarian Minister of Foreign Affairs Peko Takov, and Vice-Chairman of the State Council Dimitar Stanishev, were greeted by Lieutenant Colonel Mengistu, and Ethiopia's Foreign Minister Lieutenant Colonel Herhanu Bayith.

    Lieutenant Colonel Mengistu outlined the problems which the country has faced since the overthrow, four years ago, of Emperor Haile Selassie. President Zhivkov's party were told that, under the old regime, only 70 people owned 30 percent of the residents of Addis Ababa were rent patting tenants and land speculation ran rife.

    At the Victory Monument in Addis Ababa, President Zhivkov laid a wreath. There have been many thousands of deaths since the revolution. Once of the main targets of the counter-revolutionaries, a group known as the Ethiopian People's Revolutionary Party (EPRP), are the Kebeles, the district committees which each control a small area of Addis Ababa.

    The talks have centred round ways of further strengthening and consolidating friendly relations and collaboration between the tow countries. President Zhivkov presented Lieutenant Colonel Mengist with a painting of rose picking in Bulgaria, and Lieutenant Colonel Mengistu made a presentation of a handcraft work depicting life in rural Ethiopia. President Zhivkov is one of several Communist Heads of State to visit Ethiopia recently.
