THE SPEECH WAS ONE OF HIS CUSTOMARY ORATIONS EXPANDING ON PROGRESS MADE BY FRANCE IN RECENT YEARS, AND HER ABILITY TO HELP LESS FORTUNATE COUNTRIES. OTHER PARTS OF THE PRESIDENT'S SPEECH WERE CLEARLY INTENDED TO ALLAY US FEARS THAT FRANCE INTENDS TO USURP HER ROLE IN LATIN AMERICAN AFFAIRS. THEY WERE IGNORED.

    AS HE SPOKE TO THE ASSEMBLY, PICKET GROUPS WAVED SIGNS AND ONE GROUP UNFURLED A BANNER DEMANDING AUTONOMY FOR THE COLONY; AT THE SAME TIME, LEFT-WING SUPPORTERS DISTRIBUTED LEAFLETS.

    APPARENTLY TIRELESS, THE PRESIDENT SPENT MUCH OF THE DAY TOURING GUADELOUPE. HE DESCENDED FROM HIS OPEN CR TO CHAT AT CROSSROAD VILLAGES AND SHAKE HANDS AND EXCHANGE WORDS WITH LOCAL NOTABLES.
