    Muscovites gathered at news-stands in K Red Square to glean possible trends in Kremlin thought a few hours before the opening of the Supreme Soviet meeting May 5. With party delegates and chiefs inside the Kremlin - among them President Voroshilov - the news again same from the USSR's most newsworthy citizen, Mr. Khruschev.

    In his speech - with the Summit Conference just a week off - Mr. Khruschev thought the Western attitude towards the Summit dimmed the chances of its success. He didn't think the West were looking for a settlement.

    Then Mr. Khruschev roundly attacked the United States which he said had sent a plane over Soviet territory Apr 30. On the express orders of the Soviet Government the plane had been shot down, he said amid prolonged cheers.

    In Washington, President Eisenhower ordered a full inquiry into the loss of the plane - understood to be a "research aircraft" strayed from a flight from Turkey.
