    FIRST A "HOUSE UNDER THE SEA" AND NOW A "FLOATING ISLAND". IT'S THE LATEST EXPERIMENT OF THE FAMOUS FRENCH UNDERWATER EXPLORER, COMMANDANT JACQUES-YVES COUSTEAU. THE "ISLAND" FROM WHICH A CREW WILL BE ABLE TO MAKE UNDERWATER OBSERVATIONS WAS DESIGNED BY THE ENGINEER JEAN-JACQUES PICARD AND BUILT WITH FRENCH GOVERNMENT FUNDS. LAST WEEK-END THE "ISLAND" WAS SUCCESSFULLY LAUNCHED IN THE SEA OFF NICE.

    THIS LATEST RESEARCH EQUIPMENT IS ESSENTIALLY A 257-TON METTALIC BUOY ON TOP OF A HOLLOW CYLINDRICAL "KELL" WHICH DESCENDS 200 FEET VERTICALLY BELOW THE SURFACE.
