IN STUTTGART, A MAJOR HOME OF THE WEST GERMAN CAR INDUSTRY, THERE WERE THREE, WITH 20,000 AT THIS MEETING AT THE CITY SPORTS GROUND. A PROTEST MARCH THROUGH THE CITY WAS FORBIDDEN BY THE AUTHORITIES.

    THE UNION, DEMANDING A TEN PER CENT PAY RISE, MOSTLY BLAMES WEST GERMAN GOVERNMENT REARMING FOR RISING COSTS. PAY NEGOTIATIONS, OPENED JAN 2, WERE AT AN IMPASSE, RALLY SPEAKERS REPORTED.

    ONE OF THEM, HERR SCHWAB, ALSO WARNED THAT GOVERNMENT AGRICULTURAL SUBSIDIES(UNDER THE GRUEN PLAN) AND ITS IMPORT POLICY WOULD UNDERMINE FUTURE PRICE STABILITY.
