    In the Soviet Union, Prime Minister Alexei Kosygin, has received a Nigerian delegation led by Brigadier Shehu Yar'adua, the Nigerian Military Chief of Staff, to discuss recent political developments in Africa and to strengthen Soviet-Nigerian relations.

    SYNOPSIS: Mr. Kosygin met the visiting delegation int eh Kremlin on Monday (14 May). Brigadier Yar'adua's position in the present military administration in Nigeria is equivalent to that of a member of the Cabinet. The Nigerian Government of Lieutenant-General Olusegun Obasanjo announced last year it intention to hand over to civilian rule by October. After thirteen years of military rule, a series of five elections are to be held to select a new President, Senate, Congress and House of Representatives. The ban on all political parties has been lifted. The forthcoming election was one of the topics discussed by Mr. Kosygin and Brigadier Yar'adua.

    Both men also conferred on the conflicts in South West Africa/Namibia and Rhodesia, where elections were recently held. Mr. Kosygin and Brigadier Yar'adua agreed that in both cases the solution was to hand over power to back nationalist leaders.
