    THE SUMMIT CONFERENCE OF EAST AND CENTRAL AFRICAN STATES OPENED IN KHARTOUM IN SUDAN ON MONDAY (JANUARY 26).

    THE FIRST SESSION WAS CHAIRED BY PRESIDENT KAUNDA OF ZAMBIA WHO HANDED OVER THE CHAIRMANSHIP OF THE CONFERENCE TO MAJOR-GENERAL JAAFAR EL-NIMEIRY, PRESIDENT OF SUDAN.

    IN HIS SPEECH TO THE 14 EAST AND CENTRAL AFRICAN COUNTRIES PARTICIPATING IN THE SUMMIT, MAJOR-GENERAL NIMEIRY, SAID THAT SOUTH AFRICA AND PORTUGAL'S REJECTION OF THE LUSAKA MANIFESTO CLOSED THE DOOR FOR ANY PEACEFUL SETTLEMENT IN SOUTHERN AFRICA. THE LUSAKA MANIFESTO, RELEASED AFTER THE LAST SUMMIT CONFERENCE IN LUSAKA LAST APRIL, STATED THAT AFRICAN NATIONS WOULD PREFER TO NEGOTIATE RATHER THAN FIGHT.

    ADDRESSING THE CONFERENCE, PRESIDENT KAUNDA SAID THAT THE ENDING OF THE NIGERIAN CIVIL WAR MEANT THAT A GIGANTIC TASK OF REHABILITATION REMAINED. HE CRITICISED NATO NATIONS WHO, HE SAID, WHERE SUPPLYING ARMS TO BUTTRESS SOUTH AFRICA.

    THE THREE DAY CONFERENCE CONCLUDED ON WEDNESDAY (JANUARY 28).
