West German Foreign Minister Hans-Dietrich Genscher signed the agreement with his Egyptian counterpart, Ismail Fahmi, after several round of discussion.

Under the agreement, Egypt is to receive West German investment, technical and other aids.

During his visit, Herr Genscher discussed the situation in the Middle East with Egyptian leaders including President Sadat.

Herr Genscher said at a news conference that this country would, through the European Common Market, guarantee Middle East peace settlement. He added that it was, however, unwise to disclose in public Europe's role.

He added that his country had a balanced Middle East policy, meaning friendship with the Arab world and Israel.
