    SEVERAL UNITS OF THE UNITED NATIONS FORCES IN ELISABETHVILLE SET ABOUT PREPARING TO WITHDRAW FROM THEIR POSITIONS IN THE CITY, OCT 14, IN ACCORDANCE WITH THE CEASE-FIRE AGREEMENT REACHED WITH PRESIDENT TSHOMBE OF KATANGA ON OCT 13.

    AS PART OF THE AGREEMENT THERE WAS TO HAVE BEEN AN EXCHANGE OF PRISONERS BUT THIS FELL DOWN WHEN THE KATANGA OFFICIALS FAILED TO ARRIVE WITH THE 190 UN PRISONERS, MOSTLY IRISH, AT THE AGREED TIME ON OCT 16.

    ALTHOUGH SOME UNITED NATIONS TROOPS HAVE ALREADY LEFT A FEW OF THE STRONG POINTS. THEY HOLD THE MAIN POST OFFICE AND THE HOSPITAL. AT THE HUGE BALUBA REFUGEE CAMP OUTSIDE THE CITY A SPOKESMAN FOR THE REFUGEES HAS STATED THAT THEY WILL NOT LEAVE THE CAMP UNTIL THE KATANGA BECESSION HAS ENDED.

    DR. CONOR O'/BRIAN, THE CHIEF UNITED NATIONS REPRESENTATIVE IN KATANGA, SAID ON OCT 16, THAT HE CONSIDERED THE CEASE-FIRE AGREEMENT TO BE IN ABEYANCE UNTIL THE PRISONERS WERE EXCHANGED. EARLIER PRESIDENT TSHOMBE STATED THAT HE WOULD NOT RELEASE THE PRISONERS UNTIL THE UNITED NATIONS ADVISORY COMMITTEE ON THE CONGO HAD APPROVED THE NEW AGREEMENT. THE ADVISORY COMMITTEE ARE STUDYING THE SITUATION IN NEW YORK.
