    Background: Soviet Foreign Minister Andrei Gromyko, addressing the 20th session of the General Assembly, today called the U.S.an aggressor and demanded the withdrawal of American forces from Vietnam as a necessary step for peace.

    Gromyko unveiled several new proposals including one for a U.N.declaration condemning the interference of one country in the internal affairs of another.He also submitted a draft treaty banning the spread of nuclear weapons to countries not now possessing them.

    A chief point of the proposed Soviet nuclear treaty would ban the spread of nuclear weapons to states not now possessing them "even if such units or members of the armed forces have been placed under the command of any military alliances." This was aimed at the multilateral force proposed for NATO.
