    THE LEADER OF ALGERIA'S RULING F.L.N. PARTY, MR AHMED KAID, ACCUSED RICH NATIONS IN ALGIERS YESTERDAY (THURSDAY) OF SAVAGELY EXPLOITING THE NATURAL RESOURCES OF DEVELOPING COUNTRIES. HE WAS OFFICIALLY FROM 17 COUNTRIES, AIMED AT FINDING WAYS TO BREAK "MONOPOLISTIC ACTIVITIES" OF MAJOR WESTERN OIL COMPANIES.

    MR KAID ACCUSED THE RICH COUNTRIES OF BEING RESPONSIBLE FOR THE "RESOUNDING FAILURE" OF THE RECENT UNITED NATIONS CONFERENCE ON TRADE AND DEVELOPMENT (UNCTAD) IN NEW DELHI. HE DECLARED THAT OIL EXPLOITATION WAS PLANNED BY SOME POWERFUL COMPANIES WITH THE HELP OF THEIR GOVERNMENTS. THE COUNTRIES REPRESENTED ARE: ALGERIA, BULGARIA, CYPRUS, FRANCE, IRAQ, ITALY, JORDAN, KUWAIT, LEBANON, MOROCCO, RUMANIA, SOUTH YEMEN, SUDAN, SYRIA, UNITED ARAB REPUBLIC, THE SOVIET UNION AND YUGOSLAVIA.

    THE DELEGATES, AS WELL AS DISCUSSING WAYS AND MEANS OF OPPOSING WHAT THEY CALL THE MONOPOLISTIC ACTIVITIES OF THE BIG WESTERN OIL COMPANIES, WILL TRY TO DEFINE A NEW RELATIONSHIP BETWEEN PRODUCING AND CONSUMER COUNTRIES. THE OFFICIAL ALGERIAN NEWS AGENCY, ALGERIE PRESSE SERVICE, DECLARED RECENTLY THAT THE CONFERENCE WOULD ENDEVOUR TO DRAW UP COMMON OBJECTIVES TO IMPROVE WORKING CONDITIONS AND DEFINE A COMMON POLICY "AIMING AT THE BREAK-UP OF THE HEGEMONY OF THE INTERNATIONAL OIL CARTEL."
    A REPORT SUBMITTED TO THE CONFERENCE YESTERDAY BY ITS PREPARATORY COMMITTEE SAID TRADE UNIONS SHOULD SUPPORT ALL INITIATIVES INCREASING STATE CONTROL OVER THE OIL INDUSTRY. IT LISTS EIGHT COMPANIES AS MAKING UP THE "INTERNATIONAL CARTEL" WHICH HAD TO BE FOUGHT -- STANDARD OIL OF NEW JERSEY, STANDARD OIL OF CALIFORNIA, GULF OIL CORPORATION, MOBIL OIL, TEXAS OIL COMPANY -- ALL OF THEM AMERICAN, ROYAL DUTCH SHELL, BRITISH PETROLEUM LTD, AND COMPAGNIE FRANCAISE DES PETROLES OF FRANCE.
