    Egypt's Foreign Minister, Ismail Fahmy went to Washington with a clear message from President Sadat of support for the participation of the Palestine Liberation Organisation at the reconvened Geneva peace talks. The United States, while agreeing that talks without a Palestinian representation would be futile, has avoided stating exactly who the Palestinian representative should be. At his news conference, Mr. Dayan left the door open for negotiations over Palestinian representation at the talks, saying "We all have to distinguish between the start of negotiations, the bargaining and the Ultimate compromise."

    DAYAN: "I think that my proposals about the West Bank are very constructive but I cannot say that we see eye to eye with the President and with the American administration on the solution or the future of the West Bank. I understand that the American administration view and position is that we should, within a peace treaty, withdraw, except for minor modifications, from all of the territories-restated or occupied territories, whatever you call them-and that includes the West Bank."

    Now I really don't think that this is a solution, and I am absolutely opposed-we are opposed-to the idea of a Palestinian State. We think that any separate, independent Palestinian State, even if now it would start with a more moderate name-entity or homeland or whatever you call it-is eventually, ultimately will turn into a Palestinian State. We think that that would be really disastrous for the Middle East and for us. If we have to pull back out of the entire West Bank, to take away all our military installations from there, and settlements, and to go back to the old Israeli line 15 Kilometres from (indistinct) near Tel Aviv, and the Palestinians, probably headed by the P.L.O., would have their State there with more than a million refugees sitting in Lebanon and in Jordan and other Arab countries waiting for such a state, it will serve then as a springboard to go on and to attack Israel.

    Background: United States' President Jimmy Carter held talks on Wednesday (21 September) with Egypt's Foreign Minister, Ismail Fahmy in the latest round of attempts by the U.S. to achieve a basis for Middle East peace talks in Geneva. On Monday (20 September) the President and his Secretary of state, Cyrus Vance, heard Israel's Foreign Minister, Moshe Dayan present the Israeli proposals. Later Mr. Dayan held a news conference, at which he voiced optimism that the peace negotiations can be reconvened in Geneva later this year. He repeated Israeli Prime Minister Menachem Begin's position that everything is negotiable, and indicated that Israel would consider sone form of representation of Palestinians at the Geneva talks. But he also repeated Israel's outright opposition to an official Palestine Liberation Organisation presence there.

    SYNOPSIS: Mr. Dayan spoke to reporters soon after meeting President Carter. He said Israel did not share the United States view that it should withdraw from the West Bank of the River Jordan.
