    United States' President Jimmy Carter held talks on Wednesday (21 September) with Egypt's Foreign Minister, Ismail Fahmy in the latest round of attempts by the U.S. to achieve a basis for Middle East peace talks in Geneva. On Monday (20 September) the President and his Secretary of state, Cyrus Vance, heard Israel's Foreign Minister, Moshe Dayan present the Israeli proposals. Later Mr. Dayan held a news conference, at which he voiced optimism that the peace negotiations can be reconvened in Geneva later this year. He repeated Israeli Prime Minister Menachem Begin's position that everything is negotiable, and indicated that Israel would consider sone form of representation of Palestinians at the Geneva talks. But he also repeated Israel's outright opposition to an official Palestine Liberation Organisation presence there.

    SYNOPSIS: Mr. Dayan spoke to reporters soon after meeting President Carter. He said Israel did not share the United States view that it should withdraw from the West Bank of the River Jordan.
