    Background: Britain has invited Chinese Foreign Minister Qian Qichen to London for the highest-level visit by a Beijing official since the 1989 massacre of pro-democracy protesters.

    Talks will centre on Hong Kong, which returns to Chinese sovereignty in 1997.

    Under a deal signed when Prime Minister John Major visited Beijing last September, the two countries' foreign ministers are scheduled to meet every six months.

    Since the Tiananmen Square massacre in June 1989 China has been on a diplomatic offensive to try and restore its international prestige. A key factor in the offensive is the attempt to restore confidence in the future of Hong Kong after 1997 when it reverts to China's rule having been a British colony since 1882
