INTRODUCTION: The Cuban leader, Dr. Fidel Castro, arrived in Dar Es Salaam on Thursday (17 March) at the start of a five-day official visit to Tanzania. His visit comes shortly before that of President Nicolai Podgorny of the Soviet Union, Cuba's major ally.

SYNOPSIS: Dr. Castro was accorded a hero's welcome at the airport. Waiting to greet him were President Julius Nyerere; the First Vice-President, Sheikh Aboud Jumbe; the Prime Minister, Mr. Rashidi Kawawa; and the Defence Minister, Mr. Edward Sokoine. Thousands of people gathered to greet Dr. Castro, whose popularity has been high since Cuban troops were thrown into the fight in Angola alongside the victorious left-wing Popular Movement for the Liberation of Angola - the MPLA.

No official talks have been arranged for Dr. Castro's stay in Tanzania. However, private discussions were reported to have been arranged, although if the same amount of secrecy that has surrounded the rest of his African tour continues, little about them were due to be officially released.

Dr. Castro's tour has so far taken him to Algeria, Libya, South Yemen and Somalia, and Ethiopia. the Cuban leader was untraceable for 24 hours before arriving in Dar Es Salaam, raising speculation that he may have been attempting to mediate on Somalia's claim of sovereignty over part of Ethiopia.
