    THE THIRD CONFERENCE OF THE RIVER NIGER COMMISSION WAS FORMALLY OPENED IN NIAMEY YESTERDAY (THURSDAY) BY M. ABDOU SIDIKOU, MINISTER OF STATE AT THE NIGER MINISTRY OF FOREIGN AFFAIRS. DELEGATES ELECTED M. GONKOYA KARIMON, THE DEVELOPMENT GENERAL COMMISSIONER, PRESIDENT OF THE COMMISSION FOR THE YEAR.

    IN HIS OPENING ADDRESS M. SIDIKOU POINTED OUT THAT THE FUTURE OF THE STATES OF THE REGION LAY IN TECHNICAL AND ECONOMIC CO-OPERATION, AND SAID THAT THE ECONOMIC DEVELOPMENT OF THEIR COUNTRIES WAS THEIR PRIME PROBLEM.

    SEVEN OF THE NINE MEMBER STATES OF THE COMMISSION ARE REPRESENTED AT THE CONFERENCE: CAMEROU, IVORY COAST, DAHOMEY, UPPER VOLTA, NIGER, NIGERIA, AND CHAD. MALI AND GUINEA HAVE NOT SENT DELEGATES, ALTHOUGH THEY ARE MEMBER NATIONS.
