    THE FIRST SESSION OF THE FIRST PARLIAMENT ELECTED AFTER THE FOUNDATION OF THE REPUBLIC OF SOUTH AFRICA WAS OPENED WITH GREAT CEREMONY IN CAPE TOWN, JAN 19.STATE PRESIDENT SWART, ACCOMPANIED BY HIS WIFE, DROVE IN STATE FROM GOVERNMENT HOUSE TO PARLIAMENT WITH A MOUNTED POLICE ESCORT ARMED WITH LANCES INSTEAD OF THE CUSTOMARY RIFLES.

    BEFORE THE PRESIDENT'S ARRIVAL, THE NEW MACE WAS CARRIED CEREMONIOUSLY INTO THE HOUSE OF ASSEMBLY.IT WAS FOLLOWED IN PROCESSION BY MEMBERS OF THE GOVERNMENT, INCLUDING THE PRIME MINISTER, DR.VERWOERD.

    IN HIS SPEECH FROM THE NEW LECTERN, PRESIDENT SWART BEGAN AN INTERNATIONAL SURVEY WITH A STRONG ATTACK ON THE UNITED NATIONS AND ON WESTERN NATIONS FOR "THEIR READINESS TO WIN FAVOUR OF THE AFRO-ASIANS EVEN AT THE EXPENSE OF OLD FRIENDS".THE SPEECH REFERRED TO THE FAILURE OF THE UNITED NATIONS TO PREVENT THE GOAN INCIDENT, AND DESCRIBED ATTACKS ON SOUTH AFRICA AS AIMED AT SECURING BLACK DOMINATION OF THE WHOLE CONTINENT IN THE INTERESTS OF WORLD COMMUNISM.

    HE ENDED BY SAYING THAT SOUTH AFRICA WISHED TO LIVE IN PEACE WITH OTHER NATIONS, INCLUDING THE AFRICAN NATION.DEFENCE ARRANGEMENTS WERE, HOWEVER, OBVIOUSLY NECESSARY, HE SAID.
