    Background: Students from twenty countries are attending the second Pan-African Students' Conference, opened August 1 with Tunisian Prime Minister Habib Bourguiba in the chair. Subjects for discussion include Africans' fears of France's nuclear tests in the Sahara, and the Algerian nationalists fight against French rule.

    Delegates include those from Ghana and Nigeria. Both countries have protested over proposed nuclear tests. Their main fear is that fallout - the "atomic death dust" - will fall upon them. Western Nigeria has warned France that her reaction to Nigerian protests against the tests might influence Nigeria's foreign policy when Nigeria becomes independent October 1960.

    France maintains that all precautions will be taken when the tests are made. In all, eight independent African States are to raise the question before the session of the U.N. General Assembly, which opens in September.

    The Algerian revolt is also to be raised in the U.N. Assembly.
