    THE UNITED NATIONS SECURITY COUNCIL TONIGHT (FRIDAY) ORDERED MANDATORY SANCTIONS AGAINST RHODESIA. THE FIRST TIME IN UNITED NATIONS HISTORY THAT SUCH ACTION HAD BEEN TAKEN AGAINST ANY COUNTRY. ELEVEN MEMBERS VOTED FOR THE RESOLUTION, AND THERE WERE FOUR ABSTENTIONS RUSSIA, FRANCE, MALI AND BULGARIA. EARLIER TODAY, THE CHIEF BRITISH DELEGATE, LOR CARADON, ACCEPTED AFRICAN DEMANDS TO ADD AN OIL EMBARGO TO THE LIST OF PROPOSED MANDATORY SANCTIONS.

    AFTER THE VOTING IN SEVERAL AMENDMENTS HAD TAKEN PLACE, THERE WAS A PAUSE AS THE DELEGATE FROM UGANDA, MR. APOLLO K. KIRONDE, ASKED FOR A BRIEF PAUSE BEFORE THE MAIN VOTE WAS TAKEN.

    THE DECISION APPLIES TO MANY KEY RHODESIAN EXPORTS AND TO THE SUPPLY TO THE BREAKAWAY COLONY OF OIL, ARMAMENTS, AIRCRAFT, MOTOR VEHICLES AND PARTS.

    APART FROM THE LATE ADDITION OF THE OIL EMBARGO, THE COUNCIL'S RESOLUTION WAS ESSENTIALLY WHAT BRITISH FOREIGN SECRETARY GEORGE BROWN ASKED FOR WHEN HE BROUGHT THE RHODESIAN PROBLEM TO THE COUNCIL EIGHT DAYS AGO. THAT FOLLOWED IMMEDIATELY ON THE REJECTION BY THE RHODESIAN REGIME OF BRITISH SETTLEMENT TERMS.

    SHORTLY BEFORE THE FINAL VOTING TONIGHT LORD CARADON SAID:
