    Arms continue to find their way from Syria into neighbouring Lebanon, according to the Chamoun Administration.

    Chamoun, the pro-Western President, has repeatedly attempted to draw the West's attention to what he describes as "massive intervention" - illegal infiltration - by Syria and Egypt which now form the United Arab Republic.

    But the 110-strong team of U.N. observers in Lebanon have reported that the rebellion stems more from internal dissensions than external provocation.

    U.N. Secretary - General Dag Hammarskjoeld has reported after a fact-finding tour in the Middle East and the Lebanon in particular that there was little evidence of any massive intervention.

    Here, talking to reporter Douglas Stuart, Hammarskjoeld's right hand man heading the UN observation group in the Lebanon, Galo Place, formerly President of Ecuador, says : " We can smell intervention but it is not massive."
