    MR. ROY MASON, SECRETARY OF STATE OF THE BRITISH BOARD OF TRADE, YESTERDAY, (TUESDAY) SAW JAPAN'S HIGHLY EFFICIENT AND DUSTLING SHIP BUILDING INDUSTRY IN OPERATION. HE VISITED THE ISHIKAWAJIMA HARIMA YARD, AT YOKOHAMA, AS PART OF AN ON-THE-SPOT TOUR DESIGNED TO UNCOVER THE PHENOMENAL SUCCESS OF JAPAN'S POST-WAR SHIP BUILDING INDUSTRY.

    EARLIER, MR. MASON HAD ALLEGED THAT JAPAN'S SHIPYARDS WERE GIVEN GOVERNMENT PROTECTION WHICH ENABLED THEM TO COMPETE MORE THAN FAVOURABLY WITH OTHER SHIP BUILDING NATIONS OF THE WORLD. IT WAS AN ALLEGATION THAT WAS EMPHATICALLY DENIED BY THE JAPANESE TRANSPORT MINISTER, MR. MATSURA.

    THE BRITISH MINISTER WAS TOLD THAT ONE OF THE REASONS BEHIND JAPAN'S SUCCESS IN THIS FIELD WAS THAT IT FORECAST THE MAMMOTH TANKER AGE BEFORE ANY OTHER NATION AND HAD LAID DOWN SLIPWAYS TO HANDLE-TANKERS. WHEN ORDERS CAME, JAPAN WAS EQUIPPED TO FULFILL THEM.

    OFFICIALS OF THE HARIMA YARDS ALSO TOLD MR. MASON THAT THERE WAS NO GOVERNMENT AID FOR RESEARCH INTO SHIP DESIGN. CONSTRUCTION COMPANIES CO-OPERATED IN THIS FIELD AND ALL NEW KNOWLEDGE WAS POOLED.

    WHILE AT THE HARIMA YARD MR. MASON INSPECTED A NEW SUPER-TANKER OF 73,000 TONS ORDERED FOR LIBERIAN REGISTRATION. IT WAS ALSO POINTED OUT THAT DESPITE THE FLOW OF OVERSEAS ORDERS, MOST JAPANESE YARDS WERE CURRENTLY BUSY WITH DOMESTIC ORDERS FOR VESSELS TO REINFORCE JAPAN'S MERCHANT MARINE AND REPLACE OUTDATED VESSELS ON DOMESTIC SERVICES.

    (IT IS ESTIMATED AT THIS TIME THAT JAPAN'S SHIPYARDS HAVE ORDERS ON THEIR BOOKS TOTALLING ABOUT 2 MILLION TONS. MOST ARE FOR TANKERS, BUT ALL TYPES OF CARGO VESSELS ARE ON THE LISTS).
