    As delegates to the 14-nation talks on Laos continued discussing the problem of representation at the conference in Geneva, representatives of the three main political groups met for the fourth time at the village of Nam Mone, north of Vientiane, on May 19.

    The atmosphere was cordial as the International Control Commission, headed by Mr. Samar Sen of India, arrived from Vientiane with the leader of the Government group, General Singh Ratnasamay. There was the usual round of handshakes, but the charges and counter-charges of violation of the cease-fire continued. Pong Pongsovan leads the delegation representing neutralist Prince Souvanna Phouma, and Mr. Nauhak represents the Pathet Lao.

    Government representative accused the Pathet Lao of continuing the civil war in three areas, and said before it joined discussions on the formation of a coalition Government the Control Commission should investigate these incidents. The Pathet Lao counter-claimed that Thais and South Viet-Namese were involved in military incidents contravening the cease-fire agreement, but insisted that discussions or a coalition Government should begin immediately. The meeting adjourned until May 22.

    Latest reports from the 14-nation talks in Geneva state that France has submitted the first detailed proposal for an internationally guaranteed neutral Laos by any western Power attending the conference. Three rival Laotian Princes, representing the three main rival political groups in Laos, have been invited for talks in Geneva, "as soon as possible" by Prince Norodom Sihanouk of Cambodia.
