TRANSCRIPT: EBAN: The question refers to what is called the offensive in the United Nations. Well, this has become a routine word. I don't believe that the UAR or the Soviet Union have any right whatever to appear in an accusers roles. They are the defendants before the bar of world opinion, having committed and endorsed respectively a violation of a solemn international agreement and thereby having prevented the opening of a fruitful dialogue on peace. Therefore, I am not going to the General Assembly to defend Israel against anybody's offensive. But if the discussion takes place against our will and judgment, it will be our duty to denounce a perfidious violation of an international agreement, which apart from having negative consequences in principles, has also had the effect of preventing what we would most like to see occur - namely the opening of a dialogue on peace, which even if it were long and complex, and I have no illusions about how long and complex it might be, would never-the-less by its very existence exert a tranquillising effect on the Middle East

Mr. Eban was speaking after returning from the United States, and is returning to New York soon to take part in discussions on the Middle East.
