    PRESIDENT JOHNSON YESTERDAY (TUESDAY) APPOINTED A NEGRO. MR CARL ROWAN, AMBASSADOR TO FINLAND, TO SUCCEED MR EDWARD R. MURROW WHO HAS, FOR HEALTH REASONS, RESIGNED HIS POST AS DIRECTOR OF THE UNITED STATES INFORMATION AGENCY. MR ROWAN NOW BECOMES THE FIRST NEGRO IN AMERICAN HISTORY TO ATTEND MEETINGS OF THE PRESIDENT'S CABINET AND THE NATIONAL SECURITY COUNCIL.

    A FORMER NEWSPAPERMAN, HE HAD SERVED AS DEPUTY ASSISTANT-SECRETARY OF STATE FOR PUBLIC AFFAIRS BEFORE PRESIDENT KENNEDY LAST YEAR APPOINTED HIM AMBASSADOR TO FINLAND. THIS ITSELF WAS ONE OF THE HIGHEST DIPLOMATIC POSTS EVER HELD BY A MEMBER OF HIS RACE.

    PRESIDENT JOHNSON HAS DESCRIBED THE NEW U.S.I.A. DIRECTOR AS THE MAN MOST EMINENTLY QUALIFIED TO SUPERVISE THE VITAL PROGRAMME OF TELLING AMERICA'S STORY ABROAD. HE SAID: "AS A PERCEPTIVE OBSERVER OF WORLD AFFAIRS AS AN EFFECTIVE DIPLOMAT AND PUBLIC SERVANT. AS A TIRELESS WORKER FOR THE IMPROVEMENT OF AMERICA'S POSITION IN THE EYES OF THE WORLD, HE IS SUPERBLY QUALIFIED TO CARRY ON THE WORK OF ED MURROW."
    MR MURROW, A FORMER VETERAN RADIO AND TELEVISION COMMENTATOR, HAD A CANCEROUS LUNG GROWTH REMOVED LAST OCTOBER. HE TOLD THE PRESIDENT THAT THOUGH HIS RECOVERY TO DATE HAD BEEN NORMAL, IT WOULD BE SEVERAL MONTHS BEFORE HE COULD RESUME FULL-TIME DUTY.
