    PRESIDENT JULIUS NYERERE OF TANZANIA HAS NATIONALISED HIS COUNTRY'S LEADING DAILY NEWSPAPER. THE ENGLISH-LANGUAGE "STANDARD" APPEARED FOR THE FIRST TIME LAST THURSDAY (FEBRUARY 5TH) AS THE OFFICIAL GOVERNMENT NEWSPAPER.

    PERSONALLY SELECTED BY THE PRESIDENT TO EDIT THE NEWSPAPER IS MISS FRENE GINWALA, A THIRTY-YEAR-OLD BARRISTER WHO HAS BEEN A DRIVING FORCE BEHIND THE COUNTRY'S LIBERATION MOVEMENTS FOR SOUTHERN AFRICA.

    IN NATIONALISING THE PRESS, PRESIDENT NYERERE HAS TAKEN OVER "THE STANDARD" WITH A CIRCULATION OF 20-THOUSAND, AND ITS SISTER PAPER, THE "SUNDAY NEWS" -- CIRCULATION 22-THOUSAND.

    BOTH PAPERS WERE OWNED BY CONSOLIDATED HOLDINGS LIMITED, IN WHICH THE BRITISH FIRM LONRHO HAS HAD THE MAJOR INTEREST SINCE IT MOVED INTO EAST AFRICA TWO YEARS AGO.
