    AN OIL REFINERY -- THE BIGGEST INDUSTRIAL PROJECT IN CONGO-KINSHASA SINCE INDEPENDENCE SEVEN YEARS AGO--HAS STARTED OPERATION IN KINLAO, NEAR MOANDA, ON THE ATLANTIC COAST OF THE CONGO. AN ITALIAN COMPANY IS JOINT OWNER OF THE REFINERY WITH THE CONGOLESE GOVERNMENT, AND THE ITALIAN UNDER-SECRETARY OF FOREIGN AFFAIRS, SIGNOR GUISEPPE LUPIS, WAS AMONG ITALIAN OFFICIALS WHO ATTENDED THE INAUGURATION CEREMONY.

    THE NEW REFINERY WILL EVENTUALLY HANDLE 600,000 TONS OF CRUDE OIL A YEAR -- NEARLY TWICE THE CONGO-KINSHASA'S PRESENT NEEDS. IT IS OWNED BY SOCIR (SOCIETE CONGOLAISE-ITALIENE DE RAFFINAGE), IN WHICH THE ITALIAN COMPANY ANIC, A SUBSIDIARY OF THE STATE-OWNED OIL CONCERN ENI, AND THE CONGOLESE GOVERNMENT, ARE EQUAL PARTNERS, EACH HOLDING 50 PER CENT OF THE SHARES.

    IT'S THE FIFTH REFINERY BUILT BY ENI IN AFRICA. THE OTHERS ARE IN MOROCCO, TUNISIA, TANZANIA, AND GHANA. AGREEMENTS TO BUILD THE REFINERY WERE SIGNED AS EARLY AS 1963. BUT WERE NOT ACTED ON UNTIL PRESIDENT MOBUTU CAME TO POWER IN THE CONGO IN A MILITARY COUP. ONCE IT'S FULLY OPERATING, PRODUCING PETROL, OIL, FUEL OIL AND OTHER PETROLEUM PRODUCTS, THE REFINERY WILL SAVE CONGO-KINSHASA LARGE SUMS IN FOREIGN EXCHANGE.

    REPRESENTING PRESIDENT MOBUTU, MR. MUSHIETE SAID THAT THE BUILDING OF THE REFINERY SYMBOLISED "THE BEGINNING OF AN ECONOMIC REVOLUTION". MR. MUSHIETE THANKED ITALY FOR ITS CONTRIBUTION TO THE PROJECT AND CALLED FOR FURTHER FOREIGN INVESTMENTS IN THE CONGO.
