    HIGHLIGHT OF THE GAY, NOISY FESTIVAL WAS THE LAUNCHING OF HOME-MADE ROCKETS ON THE BANKS OF THE MEKONG RIVER. THE FIRING OF ROCKETS IS MEANT TO ENSURE A BOUNTIFUL HARVEST WITH PLENTY OF RAIN.

    BEFORE EACH FUE WAS LIT THE PEOPLE GAMBLED ON WHETHER OR NOT THE ROCKET WOULD GO OFF -- MANY DIDN'T. BLACK SMOKE BILLOWED UP BEFORE THE ROCKETS WOULD EXPLODE AND LEAVE THE CRUDE HOME-MADE LAUNCHING PAD.
