    The city of Saigon is girding itself for the political struggle likely to follow a ceasefire agreement between the United States and North Vietnam.

    Municipal workers have been erecting placards proclaiming the government's attitude in main streets throughout the city. Most of them make two demands: "Only the South Vietnamese can decide South Vietnam's future", and "North Vietnamese must leave South Vietnam."
    So far about 1,300 signs have been put on tress and utility poles and another 2,000 have been ordered. Eventually, city authorities say, the city expects to out up about 6,000 slogans.

    City officials insist that the move is entirely a city programme. But observers point out that the mayor IS an army officer and an associate of President Thieu.
