    Background: Troops and tanks of the Venezuela Army were filmed by VISNEWS Feb 13 as they ringed the Congress Building in Caracas - a precautionary measure during the inauguration of President Romulo Betancourt, 51 year old son of a grocer.

    Provisional President Edgar Sanabria has held office since the Presidential elections in December 1958 when Senor Betancourt's party, the left-wing Democratic Action, the strongest and most cohesive Venezuela has ever known, beat such popular leaders as Admiral Wolfgang Larrazabal, head of the military junta that overthrew the Perez Jiminez dictatorship in January 1958.

    The Betancourt Government will be a coalition of all parties except the Communists.

    Foreign oil interests are watching events. Venezuela is the world's second largest oil producer. Betancourt had announced that the 50/50 division of oil profits must be reorganized. Although Venezuela is potentially rich she has virtually no other industry than oil...producing over 800 million dollars yearly.

    Senor Betancourt has been a persistent politician and reformer for almost 30 years. Of these he has to spend 21 in prison or underground, but mostly in exile.
