    M. PHILIPPE YACE, THE PRESIDENT OF THE NATIONAL ASSEMBLY OF THE IVORY COAST, OPENED THE SECOND PARLIAMENTARY SESSION IN ABIDJAN ON WEDNESDAY (5 OCTOBER). THE SESSION WILL DEBATE THE BUDGET FOR THE 1967 FINANCIAL YEAR.

    M. YACE TOLD MEMBERS THAT ALTHOUGH THE IVORY COAST WAS NOT A SOCIALIST STATE, IT WISHED TO BRING ABOUT WHAT HE CALLED ONE OF THE BOLDEST SOCIAL SCHEMES. HE ALSO SAID THE NEW BUDGET WOULD IMPOSE A SPECIAL TAX ON FUELS AND WARNED THAT BROUGHT HAD CAUSED A DROP IN THE COFFEE AND COCOA CROPS.
