FIRST TO ARRIVE IN THE CAPITAL WAS ETHIOPIAN EMPEROR HAILE SELASSIE. HE WILL CHAIR THE ORGANISATION OF AFRICAN UNITY'S CONSULTATIVE MISSION TO NIGERIA.

    A FOURTH MEMBER - PRESIDENT HAMAN DIORI OF NIGERIA - WAS DUE INTO LAGOS LATER. THE OTHER TWO MEMBERS WHO ARRIVED YESTERDAY, ARE GHANA'S HEAD OF STATE, LIEUTENANT-GENERAL JOSEPH ANKRAH, AND CAMEROUN PRESIDENT AHMADOU AHIDJO.

    TWO OTHER MEMBERS OF THE MISSION, LIBERIAN PRESIDENT WILLIAM TUBMAN, AND CONGO-KINSHASA PRESIDENT JOSEPH MOBUTU, HAVE SAID THEY WILL NOT BE PRESENT.

    THE OAU'S SECRETARY GENERAL, MR. DIALLO TELLI, ALSO FLEW IN FOR THE MEETING YESTERDAY.

    THE MISSION'S ROLE IS CONSULTATIVE, AND ITS MEMBERS ARE NOT EXPECTED TO MAKE ANY FIRM PROPOSALS. BUT THEY WILL ALMOST CERTAINLY BE MAKING KNOWN TO NIGERIA'S FEDERAL LEADER, MAJOR-GENERAL YAKUBU GOWON, THEIR CONCERN AT CONTINUED BLOODSHED IN NIGERIA AND THEIR READINESS TO HELP SEEK A SETTLEMENT.

    THE COMMITTEE MEMBERS ALREADY IN LAGOS WERE EXPECTED TO HAVE A FIRST FORMAL MEETING WITH GENERAL GOWON TODAY.

    THE THREE LEADERS ARRIVED ON SEPARATE FLIGHTS. GENERAL GOWON WAS AT THE AIRPORT TO GREET THEM AND HUNDREDS OF ARMED TROOPS, MOBILE AND PLAINCLOTHES POLICEMEN PROVIDED A TIGHT SECURITY SCREEN.

    THE MISSION WAS CREATED AT THE SUMMIT CONFERENCE OF THE OAU AT KINSHASA LAST SEPTEMBER.
