    THE BRITISH MANAGER OF THE SHELL-BP OIL COMPANY IN NIGERIA, MR. STANLEY GRAY, IS BACK IN LAGOS AFTER BEING RELEASED BY THE GOVERNMENT OF BIAFRA -- THE BREAKAWAY EASTERN REGION OF NIGERIA.

    MR. GRAY WAS HELD AT HIS HOTEL IN ENUGU, THE BIAFRAN CAPITAL, FOR ELEVEN DAYS UNTIL BEING RELEASED LAST SATURDAY (AUGUST 5).

    ON ARRIVAL IN LAGOS YESTERDAY (MONDAY) HE GAVE A NEWS CONFERENCE.

    MR. GRAY SAID THAT UNDER DURESS, HE OFFERED THE BIAFRAN LEADER -- COLONEL OJUKWU -- GBP250,000 IN TOKEN ROYALTIES FROM HIS COMPANY. THE BIAFRAN GOVERNMENT HAD DEMANDED OIL ROYALTIES TOTALLING GBP3,500,000 FROM SHELL-BP. MR. GRAY SAID HE HAD SIGNED THE LETTER OFFERING THE PAYMENT OF ROYALTIES UNDER THE 'THREAT OF FIRM AND POSITIVE' STEPS BEING TAKEN IF NOTHING WAS PAID.

    HE SAID HE INFORMED COLONEL OJUKU THAT NO ROYALTIES PAYMENTS HAD TO BE PAID UNTIL NEXT FEBRUARY BUT THE BIAFRAN LEADER THREATENED TO STOP THE OPERATIONS OF SHELL-BP AND TAKE OVER THE COMPANY'S INSTALLATIONS IF NO MONEY WAS PAID.

    IN LONDON, SHELL INTERNATIONAL, STRONGLY DENIED THAT IT HAD ANY INTENTION OF PAYING THE GBP250,000 TO BIAFRA.
