Background: The 12th session of the 29-member United Nations Economic Commission for Latin America opened May 2, 1967 at the seaside resort of Caraballeda, near Caracas, Venezuela. The purpose of the meeting was to discuss plans for the long range development and integration of Latin American economics.

The meeting was officially opened by Dr. Raul Leoni, president of Venezuela, Cuba, on bad diplomatic terms with Venezuela, boycotted the opening ceremonies. Otherwise, however, her representatives participated full in the conference. The Caribbean nations of Gyana and Barbados sent representatives for the first time. Most of the major trading nations sent non-member observers for the conference.

In the opening session, Philippe de Seynes, United Nations sub-secretary for Economic and Special Affairs, underlined the importance of an integrated Latin American market and the need for minimum planning for economic development. President Leoni called for a "more just" attitude by industrialized nations toward developing nations which depend on the expert of raw materials.
