    Background: AMID CANADA'S EXPANDING PROSPERITY LIVE JUST OVER 200-THOUSAND PEOPLE ISOLATED FROM THE MAINSTREAM OF CANADIAN LIFE EITHER BY CHOICE OR CIRCUMSTANCE. THEY ARE THE INDIANS, THE ABORIGINES OF THE NORTH AMERICAN CONTINENT.

    FOR THE PAST CENTURY INDIAN AFFAIRS HAVE BEEN THE RESPONSIBILITY OF THE CANADIAN FEDERAL GOVERNMENT. HOWEVER, IN RECENT MONTHS A MILITANT SECTION OF CANADA'S INDIANS HAVE COMPLAINED THAT THE INDIAN IS NOT BEING PERMITTED TO SHARE IN THE SOCIAL AND ECONOMIC LIFE OF THE COUNTRY. THE CANADIAN GOVERNMENT SAYS THAT ITS INDIAN AFFAIRS DEPARTMENT HAS DONE MUCH TO ENCOURAGE THE INDIANS TO GREATER PARTICIPATION IN THEIR OWN AFFAIRS AND NATIONAL AFFAIRS.

    THERE ARE MORE THAN 550 SEPARATE INDIAN COMMUNITIES IN CANADA, MOST OCCUPYING GOVERNMENT-ADMINISTERED RESERVES SCATTERED THROUGHOUT THE NATION. ALTHOUGH THE GOVERNMENT HAS DONE MUCH TO RAISE THE LIVING STANDARDS OF THE INDIANS, LIFE ON THE RESERVES IS GENERALLY HARD AND WITHOUT COMFORT.

    INDIANS WHO WISH TO LIVE OUTSIDE RESERVES AND ABANDON TRIBAL TRADITIONS COMPLAIN OF DISCRIMINATION AND HARDSHIP. THEY SAY THAT BECAUSE OF A LACK OF EDUCATION REGULAR EMPLOYMENT IS HARD TO FIND. THE CANADIAN GOVERNMENT, WHICH IS SPENDING 60-MILLION CANADIAN DOLLARS EACH YEAR ON INDIAN AFFAIRS, HAS INTRODUCED A SCHEME OF FURTHER EDUCATION TO ASSIST THE INDIANS.

    THE INDIANS HAVE A DEGREE OF SELF-GOVERNMENT. INDIAN COMMUNITIES ELECT THEIR OWN CHIEFS AND COUNCILLORS WHO ARE RESPONSIBLE FOR THE DAY-TO-DAY FUNCTIONING OF THE RESERVES. THEY ACT SIMILAR TO A MUNICIPAL AUTHORITY.

    THOSE INDIANS WHO HAVE BENEFITTED FROM A GOOD EDUCATION ARE MAKING OUTSTANDING CONTRIBUTIONS TO THE NATION AND THEIR OWN PEOPLE. THEY INCLUDE DOCTORS, TEACHERS, CLERGYMEN AND RANCHERS. AND IN 1958 HISTORY WAS MADE WHEN FOR THE FIRST TIME AN INDIAN WAS APPOINTED TO THE CANADIAN SENATE.

    BUT NOT ALL INDIANS WANT TO INTEGRATE WITH THE COMMUNITY. IN JANUARY THIS YEAR, CHIEF ROBERT SMALLBOY LED 100 OF HIS TRIBE TO A CAMP IN A REMOTE AREA OF ALBERTA TO "ESCAPE WHITE MAN'S CIVILISATION". CHIEF SMALLBOY AND HIS CREE FOLLOWERS HAD LIVED TEN YEARS ON A RESERVES, BUT ABANDONED IT BECAUSE THE YOUNGER MEMBERS OF THE COMMUNITY WERE BEING CORRUPTED BY ALCOHOL AND OTHER INFLUENCES.
