Background: President Joseph Mobutu of Congo (Kinshasa) addressed the Liberian Congress in joint session at Monrovia on Thursday, 18th February. President Mobutu is on a three-nation tour of West Africa. He has already visited Senegal. After Liberia he is due to visit Togo.
In a speech in Monrovia, President Mobutu said that there could be no compromise between his country and southern Africa until the regimes there changed their attitudes towards black Africans.
