    IN A STATEMENT ISSUED AUG 24 AND READ TO THE PRESS IN WASHINGTON BY MR. SALINGER, THE WHITE HOUSE PRESS SECRETARY, PRESIDENT KENNEDY SOLEMNLY WARNED THE SOVIET UNION THAT ANY INTERFERENCE BY THE SOVIET GOVERNMENT OR THE EAST GERMAN REGIME WITH THE FREE ACCESS TO BERLIN WOULD BE AN AGGRESSIVE ACT, AND THE SOVIET GOVERNMENT WOULD BEAR FULL RESPONSIBILITY FOR THE CONSEQUENCES.

    THE WARNING WAS ISSUED FROM THE WHITEHOUSE AFTER PRESIDENT KENNEDY AND MR. DEAN RUSK, THE SECRETARY OF STATE, HAD SPENT MUCH OF THE PREVIOUS NIGHT AND OF THE SAME DAY CONSIDERING THE LATEST SOVIET NOTE IN WHICH THE WESTERN ALLIES WERE ACCUSED OF A GROSS VIOLATION OF THE 1945 AGREEMENT IN ALLOWING "REVANCHISTS, EXTREMISTS, SABOTEURS, AND SPIES" TO TRAVEL ALONG THE AIR CORRIDORS FROM WEST GERMANY TO WEST BERLIN FOR SUBVERSIVE AND PROVOCATIVE PURPOSES.
