    A CONTINGENT OF 300 UNITED STATES MILITARY PERSONNEL LEFT SOUTH VIETNAM THIS WEEK AS THE FIRST PLANNED WITHDRAWAL OF AMERICAN MILITARY ADVISERS. THE REMAINING 700, SCHEDULED TO LEAVE SHORTLY, SHOULD COMPLETE THE WITHDRAWAL BEFORE CHRISTMAS.

    THEIR MOVE FOLLOWS AN AMERICAN GOVERNMENT DECISION MADE EARLIER THIS YEAR AFTER PRESIDENT KENNEDY HAD RECEIVED TOP-LEVEL REPORT ON THE SITUATION IS SOUTH VIETNAM.

    MOST OF THE MEN WHO LEFT THIS WEEK WERE FROM TECHNICAL AND LOGISTIC SUPPORT UNITS, WITH A SMALL NUMBER WHO HAD BEEN ATTACHED TO VIETNAMESE COMBAT FORCES. THEIR PLACES HAVE BEEN FILLED BY MEN FREED FROM OTHER DUTIES BY WHAT WAS DESCRIBED AS "OVERALL PROGRESS IN THE MILITARY ADVISORY PROGRAMME."
    MORE THAN 16,000 AMERICAN TROOPS HAVE BEEN STATIONED IN SOUTH VIETNAM, WHERE CLASHES AGAINST THE VIET CONG ARE STILL CONTINUING: THE LATEST BEING LAST TUESDAY WITH THE GOVERNMENT TROOPS CLAIMING A MAJOR VICTORY.
